Users section in the AIV application enables the end-users to create new user.

However, end-users can create only as many users as they are licensed to after which an error will be generated.(Check License details under Administration for this).

Users tab can be accessed from the main menu. Users and other sections under the Administration tab are only visible if the appropriate privileges have been assigned to the logged in user, please contact your administrator if you facing difficulties accessing the sections under the Administration tab.
